Roy Lee drafted the National Postal Sector Policy Statement for the Afghan Government to open its postal sector to competition and further investment. This involved extensive research on international best practice and postal sector reforms, stakeholder consultation and evaluation of local circumstances., and drafting Postal Sector Law and bylaws for Afghan Post. This 6-month project was funded and supervised by the World Bank and the Ministry of Communications and Information Technology, Afghanistan.
Roy Lee drafted the Early Childhood Care and Education Bill for the Republic of Kiribati, giving effect to objectives and principles in the Convention on the Rights of the Child and anti-discrimination provisions in the Constitution. The Bill reflected best practice in regulation and included multi-stage enforcement provisions and provision for civil penalties. This was a 4-week project funded and overseen by UNICEF and the Ministry of Education, Kiribati.
Roy Lee co-designed and co-facilitated a week-long Short Course on Preparing and Drafting Coastal Fisheries Legislation for Pacific Islands Countries and Territories, building practical skills and knowledge in an intensive course with interactive exercises . Participants were taught policy development and legislative drafting for coastal fisheries, adapted to the needs of small states and territories in the Pacific Islands. This course was delivered for the Secretariat of the Pacific Community.
